Frank Reagan, the Police Commissioner of New York City, is caught up in a difficult situation when a series of high-profile women become the targets of gun violence. Despite these disagreements, the team is able to piece together evidence and identify the shooter before he can harm any more women.

The episode also includes a subplot involving Jamie Reagan, Frank's youngest son and a police officer. Jamie is struggling with the fact that his girlfriend is moving away to pursue her dream job, and he is left feeling lost and unsure of his own future. He confides in his partner, Eddie, who offers him some advice and a listening ear.

Overall, "Women with Guns" is a tense and thought-provoking episode that explores themes of gender, power, and violence.
