The Doctor and Mel arrive at Paradise Towers, a towering estate in a seemingly decrepit and rundown residential complex, in search of a friend. They quickly discover that the Towers are inhabited by the bizarrely-styled and ruthless Kangs, who are at war with a rival group, the Caretakers. Amidst the chaos, the Doctor and Mel are separated, and each must navigate the labyrinthine Towers and their sinister inhabitants alone.
As the Doctor attempts to investigate what has caused the chaos in Paradise Towers, he meets the cheerful and whimsical Pex, a young man who has been trapped in the Towers since childhood. With time running out, the Doctor must rally the residents of Paradise Towers to unite against their shared enemy and restore order to the Towers before it's too late.
