The Enemy of the World (1) is the seventeenth episode of the fifth season of Doctor Who. The episode opens with a high-speed chase through a quarry that ends with a helicopter crash. The Doctor and his companions, Jamie and Victoria, arrive on the scene and are mistaken for the helicopter's passengers, Salamander and his personal assistant, Bruce.

Salamander's true motives become clear when the Doctor discovers a stash of food hidden in the bunker. Salamander is hoarding food and using the machine to create famine and hunger among the people.
The Doctor begins to assemble a team to take on Salamander. He meets with a group of rebels who are intent on stopping him. The rebels tell the Doctor that Salamander is planning an attack on them, and that they need the Doctor's help.
Meanwhile, Salamander is beginning to suspect that the Doctor is on his trail. He sends his assistant, Bruce, to spy on the Doctor and find out what he's up to. Bruce poses as a fellow rebel and is able to gain the Doctor's trust.
As the title of the episode suggests, the Doctor and Salamander are bitter enemies. Their feud comes to a head in this episode, and the tension is electric. The stakes are high and the Doctor realizes that he must take down Salamander before it's too late.
