In G.I. Joe season 1 episode 28, titled "The Phantom Brigade," the members of G.I. Joe must confront a new, mysterious enemy - a group of soldiers who call themselves The Phantom Brigade. Led by a man named Wraith, who appears to possess some kind of supernatural powers, the Phantom Brigade has been pulling off elaborate heists and causing chaos around the world. G.I. Joe's intelligence reports that the Phantom Brigade is planning to steal a powerful new weapon being developed by the military - and it's up to the Joes to stop them.
As the episode begins, G.I. Joe is hot on the heels of the Phantom Brigade, who have just pulled off a daring theft of a valuable medical serum. The Joes pursue the Brigade into a nearby forest, where they are ambushed by a group of the Brigade's soldiers who seem to be able to disappear and reappear at will. Duke, Scarlett, and Snake Eyes are captured, while the rest of the Joes are forced to retreat.
Back at G.I. Joe's headquarters, the team tries to figure out a way to rescue their teammates and stop the Phantom Brigade's plans. The team's scientist, Dr. Mindbender, believes that the Brigade's abilities may be the result of a new kind of stealth technology, and if they can find a way to disrupt it, they can neutralize the Phantom Brigade's abilities.
Meanwhile, Duke, Scarlett, and Snake Eyes are taken to the Phantom Brigade's secret hideout - a hidden cave system deep in the forest. Wraith makes himself known to them, revealing that he has the ability to move through solid objects and that he plans to use the stolen serum to create an army of soldiers with the same abilities. As the trio tries to escape, they encounter a group of the Phantom Brigade's soldiers, who seem to be able to disappear and reappear at will. Snake Eyes discovers that the soldiers are using some kind of advanced holographic camouflage to make themselves invisible, and the group realizes that Dr. Mindbender's hypothesis was correct.
With this new information, G.I. Joe launches an assault on the Phantom Brigade's base. Using a new kind of sensor technology, they're able to detect the Brigade's soldiers and neutralize their holographic camouflage. In a climactic battle, G.I. Joe confronts the Phantom Brigade, with Duke taking on Wraith in a one-on-one battle.
In the end, G.I. Joe is victorious, with the Phantom Brigade's soldiers arrested and their plans foiled. As the episode ends, the Joes reflect on the strange abilities of their enemies, wondering if there are more secrets out there waiting to be discovered.
