Elizabeth McCord is racing against time to save the undocumented immigrant children who are separated from their parents at the border. In the middle of all of this, she is also dealing with her daughter Stevie's deployment in Syria and her husband's political ambitions which appear to be negatively impacting their marriage.

Part 1 of the episode deals with Elizabeth's trip to Mexico to investigate the conditions in which the children are being kept and to reunite them with their families. She works alongside the Mexican foreign minister, who is initially skeptical of Elizabeth's intentions but ends up becoming her ally. Together, they discover that the children are being held in terrible conditions and are in desperate need of medical attention.

Meanwhile, in Washington D.C., Elizabeth's husband, Henry, is struggling to balance his own aspirations with his family life. He is preparing to run for Senate and is constantly being pulled away from his family. This is putting a strain on his relationship with Elizabeth, and their children are beginning to feel neglected. Stevie, in particular, is upset that her parents are not present for her pre-deployment training.

As the episode progresses, it becomes clear that Elizabeth's investigation is causing political headaches on both sides of the border. She faces opposition from both the Mexican and American governments, who are hesitant to take responsibility for the situation. Nevertheless, Elizabeth persists in her efforts to reunite the families and bring the children to safety.

At the same time, Henry begins to realize the toll his political ambitions are taking on his family. He decides to step back and focus on his family, but this comes at a cost. He is forced to make some difficult decisions that may jeopardize his political career.

The episode ends with Elizabeth returning to Washington D.C. with a group of children who have been reunited with their parents. However, the situation is far from resolved, and Elizabeth knows that there is much more work to be done. Part 1 leaves viewers on a cliffhanger, eagerly anticipating the next episode to see how Elizabeth and her colleagues will continue to fight for these children and their families.
