It is winter in the underwater village of Shioshishio and the summer festival is approaching. Hikari, Kaname, and Manaka are looking forward to seeing their friends from the surface once again. However, their excitement is short-lived as they learn that their school will be merging with a school from the surface, forcing them to attend classes in a new environment.

While Hikari is determined to make the best of the situation, Kaname and Chisaki are less enthusiastic. Chisaki is struggling to come to terms with her feelings for Hikari and is finding it difficult to adjust to the changes in their relationship. Meanwhile, Kaname is dealing with his own emotional turmoil as he realizes that he has feelings for Chisaki.

As the festival approaches, tensions rise between the people of the sea and the surface. Hikari and his friends are determined to bridge the gap between the two communities and organize a joint performance for the festival. However, their efforts are met with resistance from some of the villagers who are still angry about the changes.
