During episode 2 of "Otome Yokai Zakuro", entitled "E 2", the main characters continue their quest to restore peace between humans and yokai in Japan's Meiji period. The episode starts with a group of yokai who steal food from shops, which causes panic and fear among the humans. The Spirit Affairs team, consisting of Zakuro, Kei, Agemaki, and Bonbori and Hozuki, are tasked with finding out who is behind the stealing and how to prevent it from happening again.
Zakuro and Kei head out to investigate the incidents, and they stumble upon a young girl named Mugi who is being bullied by some of her classmates. They soon realize that Mugi is a kappa, a type of yokai, and that her classmates are humans who despise yokai for their differences and blame them for the thefts. Zakuro and Kei convince Mugi that they're there to help, and she leads them to the location of the other yokai involved in the thefts.
Meanwhile, Agemaki is supposed to assist the ladies of the Spirit Affairs team in their work, but he clumsily bumps into one of the ladies and spills tea on her. He becomes worried that he has ruined his chances with them and asks about how to make amends with them. Bonbori and Hozuki offer different opinions, and he eventually comes up with a plan to win their favor by offering to take them out to dinner.
Returning to the main plot, Zakuro and Kei confront the group of yokai who are behind the thefts. They demand to know why they're stealing food and discover that they have been driven to desperation because the recently built railroad has destroyed their food sources. The yokai explain that the construction of the railroad has caused their living conditions to become unbearable, and they don't know what they can do.
Zakuro has a flashback to a previous conversation with her mother about tackling problems by understanding all parties involved. She realizes that the key to resolving the issue with the yokai is by working together to find a solution that benefits everyone. Zakuro and Kei help the yokai gather food and guide them to a new location where they can live in peace without bothering humans. The Spirit Affairs team is able to successfully resolve the issue, and the humans and yokai can coexist peacefully.
At the end of the episode, Agemaki's plan to take the ladies of the Spirit Affairs team out to dinner is a success, and he is thrilled. Meanwhile, Zakuro has become more determined to find a permanent solution to the problems between humans and yokai. She reflects on how some humans are unable to see beyond the differences and that it's their mission to help everyone understand one another.
