In the fifth episode of the sixth season of Scandal, entitled "They All Bow Down," Olivia Pope (Kerry Washington) faces an escalating crisis when a potential political opponent threatens to expose her backroom dealings as the White House Chief of Staff. Meanwhile, Mellie (Bellamy Young) struggles to come to terms with her son's reveal that he is gay while Jake (Scott Foley) attempts to convince Olivia to use her newfound leverage to help him catch a notorious international arms dealer.

The episode opens with Olivia, dressed in a chic black suit, addressing a group of political strategists in a dimly lit Washington, D.C. bar. She is attempting to secure their support for Mellie's upcoming presidential bid, stressing the importance of getting ahead of the competition early in the game. However, her pitch hits a snag when one of the strategists, an up-and-coming political pundit named Curtis Pryce (Jay Hernandez), questions Olivia's motives and suggests that she may be hiding something from the American public.

Olivia attempts to brush off Curtis' accusations with a smirk, insisting that she has nothing to hide. However, the tension between them lingers as the episode continues and Olivia begins to fear that Curtis may be more than just a minor nuisance. She enlists her team of Gladiators, including Quinn (Katie Lowes) and Huck (Guillermo Diaz), to dig up dirt on Curtis and hopefully silence him before he can cause any further damage.

Meanwhile, Mellie is struggling with her own issues as she grapples with the news that her son, Jerry (Dylan Minnette), is gay. She confides in Olivia that she doesn't know how to navigate this new territory and fears that it will damage her chances of becoming president. Olivia reassures her that they will handle it with tact and grace, but Mellie remains visibly shaken throughout the episode.

In a subplot that ties into the main plotline, Jake approaches Olivia with a proposal: he wants her to use her power as Chief of Staff to help him track down an elusive arms dealer who has been wreaking havoc in various parts of the world. Despite her reservations, Olivia agrees and begins to work behind the scenes to gain access to classified information that will aid Jake in his mission.

As the episode unfolds, tensions between Olivia and Curtis continue to simmer until they reach a boiling point at an industry event. Curtis confronts Olivia publicly, accusing her of being a puppet master who pulls the strings of American politics from behind the scenes. Olivia, furious at the attack on her reputation, pushes back with equal force, causing a scene that draws the attention of everyone in the room.

As the sun sets on the nation's capital, Olivia retires to her office, exhausted but determined to come out on top. She is surprised when Curtis shows up at her door, his face marked with bruises from their earlier altercation. He admits that he knows it was foolish to challenge her and that he understands now that she is simply doing what it takes to succeed. However, he warns her that there are others out there who won't be so easily silenced and that she should be careful who she crosses in the future.

The episode ends with Olivia staring out at the glittering skyline of D.C., a faint hint of uncertainty in her eyes. As the episode's title suggests, it is clear that the characters in the show are all vying for power and influence, but at what cost? "They All Bow Down" serves as a reminder that even the most powerful people in the world can fall, and that the game of politics is never truly won.
