Leela is trying to rock her baby niece, Nila to sleep and wants to make sure that noises are kept to a minimum so that she stays asleep. Telly and Elmo decide that they're going to be on Noise Patrol in order to help keep the volume down on Sesame Street! No tools required, only their ears!
