Charleston "Charlie" Whitney Tucker is one of the best analysts in the CIA. In her personal life, she is about to marry Aaron Payton, the son of U.S. President Constance Payton. But Charlie suffers a devastating blow when terrorists attack Aaron's convoy and kill him. She now sees a psychiatrist to try to help her deal with her loss, all the while trying to stay on top of her very important job.

Charlie is responsible for preparing the President's Daily Briefing. The document is viewed by President Payton every morning, advising her of threats to the country, potential international crises, and other matters of interest for the United States of America. It is a document that helps the President set policy or determine where U.S. forces must be deployed. The fate of not only people, but entire nations, can be determined by the contents of the President's Daily Brief.

Charlie must use all her skill and intelligence to determine what information is important enough to be part of the PDB, all the while combating the various political forces in Washington. She is also determined to find the terrorist who murdered her fiance.
