When the Rains Came is the twenty-first episode of Bull season 3. The episode begins with the TAC team working on the case of a young college student, Anna, who was involved in a car accident that resulted in the death of a pedestrian. Anna claims that she wasn't responsible for the accident and that the pedestrian walked into the street suddenly. However, the eyewitnesses and the police report suggest otherwise.
As Bull and his team work with Anna to prepare her case, a massive rainstorm hits the city, causing power outages and flooding all over. This creates a situation where the trial might not be able to proceed as all the courtrooms are closed due to the power outage.
Meanwhile, Bull, who is on his way to the courthouse, is forced to assist a pregnant woman who goes into labor right in front of him. Bull and the woman, who is a victim of domestic violence, take shelter in a nearby store as they wait for the ambulance to arrive. While helping the woman, Bull realizes that the same store is owned by the father of the pedestrian who was killed in Anna's accident.
As the storm intensifies, Bull's team scrambles to find a way to get Anna's case heard in court. They finally find a courtroom that has a backup generator and is able to proceed with the trial. However, as the trial proceeds, new evidence comes to light that makes Anna look even more responsible for the accident.
Meanwhile, Bull goes to see the father of the pedestrian who was killed in the accident. He tells the father about the pregnant woman he helped and how he has a daughter of his own, and realizes that he needs to help the father find closure.
As the trial nears its conclusion, Bull and his team are faced with a challenge that could ruin Anna's case. They have to come up with a new strategy to prove Anna's innocence. The TAC team works tirelessly to reconstruct the scene of the accident to show that Anna wasn't at fault.
The episode concludes with Bull's team presenting their newly found evidence, which completely exonerates Anna from any blame in the accident. The case is dismissed, and Anna is free to go. Bull meets the father of the pedestrian who was killed and publicly apologizes for the loss he has suffered. Bull learns a valuable lesson about the importance of closure and the power of forgiveness.
