The Superhuman Bureau is trying to stop them, but their methods are violent and oppressive. Jiro Hitoyoshi is a member of the Superhuman Bureau, but he is secretly working with the Proletariat Liberation Front to bring about a revolution. He sees the government's treatment of superhumans as unjust and wants to create a world where they can live freely without fear of persecution.

The episode ends with Michiko deciding to turn herself in to the Superhuman Bureau, but not before Kikko shows her some kindness and understanding. Jiro is conflicted about his loyalties and wonders if he's doing the right thing by betraying his comrades. The stage is set for a complex and thrilling story, where the lines between good and evil are blurred, and nothing is as it seems.
