Tubbs' girlfriend, Valerie, is brutally murdered in a crack house by a group of drug dealers. As Tubbs mourns his loss, he becomes obsessed with finding her killers and bringing them to justice. His investigation leads him deep into the criminal underworld, where he discovers a vast network of drug dealers, corrupt cops, and other dangerous criminals.

With the help of his partner, Sonny Crockett, Tubbs sets out to avenge Valerie's death, using any means necessary.
