Usagi and her friends are excited to attend the Annual Cherry Blossom Festival, but they soon realise that they need to brush up on their manners. They encounter a mysterious young girl, Unazuki Furuhata, who is a member of a prestigious etiquette school. Unazuki immediately takes it upon herself to teach Usagi and her friends how to behave with proper manners and etiquette.

Initially, the Sailor Senshi are resistant to Unazuki's teachings, dismissing her as too strict and much too uptight. However, as they begin to learn more about the importance of etiquette, they realise that it is a valuable skill that can come in handy in the battle against evil.

While practicing her newfound manners, Usagi comes across Mamoru, who is captivated by her refined demeanor. Meanwhile, Unazuki's strict mentor is revealed to be one of the Dark Kingdom's minions, seeking to drain energy from all of the well-behaved festival attendants.

As the Dark Kingdom's servant unleashes her minions on the festival in order to collect energy, Usagi and her friends are forced to put their newly acquired manners to use in an all-out battle against the forces of evil.

Ultimately, it is only by working together and combining their individual strengths that the Sailor Senshi are able to overcome their adversaries and restore peace to the Cherry Blossom Festival. In the end, Usagi learns that proper manners require more than simply following a set of rules, and that true etiquette comes from the heart.
