Usagi Tsukino (Sailor Moon) could not be happier with her life. Not only has she successfully defeated the forces of evil during the first season, but she's also made new friends and discovered more about the princess of the Moon Kingdom.

However, things start to go wrong when a lightning bolt strikes the city's power supply. Makoto Kino (Sailor Jupiter) is worried this could be the work of a new enemy. Meanwhile, Haruka Tenoh (Sailor Uranus) and Michiru Kaioh (Sailor Neptune) believe the storm was part of their premonitions of impending danger.

Usagi and the other Sailor Guardians set out to investigate the source of the lightning bolt. As they're making their way to the electrical station, they come across a strange young girl named Hotaru Tomoe, who appears to be trying to calm the storm using some unusual powers.

Hotaru tells the Guardians that she's the daughter of one of the leading electrical engineers in the country, Professor Tomoe. The professor has been working on a new type of power source that could revolutionize the energy industry. However, despite his good intentions, something seems... off about him.

The Guardians soon learn that Hotaru's father is not working alone. In fact, he's been taken over by someone or something more sinister, with a connection to an ancient and powerful force. The Guardians must work together to stop the dark force from unleashing their power and destroying the city.

Usagi, with the help of her friends, is determined to stop the enemy and save Hotaru from any harm. As it turns out, Hotaru has a secret of her own - one that could change everything the Sailor Guardians thought they knew about their own powers and their purpose.
