After defeating the evil Thinker at the end of season three, things seem to be looking up for the Central City speedster. However, as he and his team at S.T.A.R. Labs are busy repairing the city following a recent attack, Barry starts to notice his powers are not working as they should. Not only is he unable to keep up with the speed he was once accustomed to, but he is also struggling to control his abilities.

The arrival of a new villain in town only exacerbates Barry's troubles. The villain, named Kilg%re, has the power to manipulate technology, and he uses it to wreak havoc in Central City. Kilg%re becomes a formidable opponent for The Flash, and he pushes him to the limits of his powers.

As Barry struggles to balance his superhero duties with his personal life, his girlfriend Iris West also finds it challenging to come to terms with being in a relationship with a superhero. The two try to work out their issues, but things quickly become complicated as their communication and understanding of each other's needs are tested.

Meanwhile, Cisco and Gypsy's relationship also takes a turn for the worse. Gypsy is upset when Cisco prioritizes his work over their relationship, and she decides to take matters into her own hands.
