Meanwhile, Dal-yi, a young girl who Iljimae had previously saved from danger, is struggling to make ends meet. Her father, a butcher, is being forced to pay a hefty tax to the corrupt government. Dal-yi becomes determined to help her father and seeks out Iljimae for assistance.

Iljimae hears about Dal-yi's situation and decides to help her out. He devises a plan to steal from the corrupt tax collector and return the money to the butcher. However, the plan goes awry when they are once again caught by Lee's men.

This time, Iljimae is not so lucky. He is captured and brought before Lee Won-ho himself. Lee recognizes Iljimae as the legendary thief who has been causing havoc throughout the city and sentences him to death.

Just as Iljimae is about to be executed, a group of righteous fighters ambush Lee and his men. They free Iljimae and join forces with him to take down the corrupt governor. Together, they successfully steal Lee's secret documents, which reveal his illegal activities and corruption.

With the evidence in hand, Iljimae is able to bring Lee Won-ho to justice. The butcher's tax is abolished, and the people of the city rejoice at the downfall of their corrupt ruler.

The episode ends with Iljimae once again disappearing into the night, leaving behind a city that is hopeful for a brighter future.
