Shurei is still struggling to keep up with her duties as the new tutor for the imperial family, but she receives some support when Eigetsu's older brother Reishin comes to check on him. Meanwhile, Ryuuki is still reeling from his near-death experience during the previous episode's assassination attempt, and he comes to terms with the fact that he has to choose between his duties as emperor and his own personal desires.

While Shurei and Eigetsu study, they discuss the biggest problem facing the emperor: his lack of a proper heir. Although Ryuuki has plenty of concubines and attendants vying for his attention, he has yet to produce a child with any of them. Shurei suggests that Ryuuki might be too focused on his job to think about starting a family, but Eigetsu suggests that the emperor might simply be waiting for the right woman to come along.

Meanwhile, the imperial court's ladies are gossiping about Ryuuki's recent brush with death and speculating about who might have orchestrated the assassination attempt. Shurei and Eigetsu are ordered to investigate the matter, and they soon discover that one of the emperor's concubines was involved in a plot to kill him. The concubine is quickly dealt with, but Shurei and Eigetsu realize that there are many other people in the palace who might have a reason to wish Ryuuki harm.

As they continue their investigation, Shurei and Eigetsu also start to bond as friends. Shurei is still reeling from her father's death and her mother's illness, and she appreciates Eigetsu's kind and supportive presence. Eigetsu, on the other hand, is starting to realize that he has feelings for Shurei, but he is too shy to confess them.

The episode's title comes from a conversation between Ryuuki and his attendant Seiran. Ryuuki admits that he has been feeling overwhelmed by his responsibilities as emperor, but Seiran reassures him that everything will turn out fine as long as he is patient. "Fine weather comes to those who wait," Seiran says, using a metaphor to suggest that good things will come to those who are patient and persistent.

Throughout the episode, Shurei and Eigetsu embody this principle as they slowly unravel the mystery of the assassination attempt and learn to trust each other as friends. Meanwhile, Ryuuki struggles with his own impatience and desires, and he must decide whether to pursue his own romantic inclinations or focus on his duty as emperor.

Overall, "Fine Weather Comes to Those Who Wait" is another strong episode of Saiunkoku Monogatari that combines political intrigue, romance, and themes of duty and responsibility. We see the characters continue to grow and develop, particularly Shurei and Eigetsu, and we get a better sense of the challenges facing Ryuuki as he tries to balance his personal and professional lives. The episode ends on a hopeful note, suggesting that good things will come to those who are patient and persistent.
