Kira Nerys is a Bajoran who has just been assigned as the Federation's liaison officer to Deep Space Nine, a former Cardassian space station located near Bajor. She is a freedom fighter and a veteran of the Bajoran Resistance, which struggled to fight off the Cardassian Occupation of Bajor. In this episode, Kira is confronted with a former Resistance member, Tahna Los, who has come to Deep Space Nine seeking asylum. Kira is torn between her loyalty to her former comrade and her duty to the Federation.

Tahna Los is a charismatic man who once fought alongside Kira in the Bajoran Resistance. He tells Kira that he is being pursued by the Cardassians, who want to kill him for his role in an attack on a Cardassian freighter. Tahna claims that he was only trying to retrieve food and medical supplies for his people, but the Cardassians see him as a terrorist and a threat to their occupation of Bajor.

Kira is sympathetic to Tahna's plight, but she also knows that the Federation cannot allow Deep Space Nine to become a safe haven for terrorists. She seeks the counsel of Commander Benjamin Sisko, the station's commanding officer, who has his own complicated history with the Bajorans. Sisko tells Kira that she must decide whether or not to grant Tahna asylum, but that she must also consider the political implications of her decision.

Meanwhile, the Cardassians arrive at Deep Space Nine, demanding that Tahna be turned over to them. Their leader is a ruthless military officer named Gul Dukat, who sees the Bajorans as primitive and inferior beings. Dukat warns Sisko that if Tahna is not turned over to the Cardassians, there will be consequences for the Federation.

As Kira struggles to decide what to do about Tahna, she also begins to suspect that he may not be telling her the whole truth. She enlists the help of Chief Miles O'Brien, a former Starfleet officer who served aboard the Enterprise-D, to investigate Tahna's story. O'Brien discovers evidence that Tahna may have been involved in a more serious attack against the Cardassians, one that could threaten the fragile peace treaty that the Federation has negotiated with the Cardassian Union.

Kira finally confronts Tahna with the evidence against him, and he admits that he was involved in the attack. He tells Kira that he did it to strike a blow against the Cardassians, who he sees as oppressors of his people. Kira is torn between her loyalty to her former comrade and her duty to the Federation and the fragile peace on which it rests. In the end, Kira must make a difficult decision that will have far-reaching consequences for Deep Space Nine and the future of Bajor.
