In season 4 episode 21 of Dog Whisperer, Cesar Millan takes on the challenge of helping two dogs with unique behavioral issues. The episode, titled Rufus and Buddy, first introduces viewers to Rufus - a 2-year-old Dalmatian who is incredibly anxious and fearful around people and other dogs. Rufus' owners are concerned about his behavior and want Cesar's help to get him socialized.

Cesar starts by observing Rufus' behavior around the house and quickly discovers that he is not properly exercised or stimulated. He recommends taking Rufus on more walks and increasing his physical activity, which helps to improve Rufus' state of mind. Cesar also works on getting Rufus used to being around other dogs by introducing him to his pack of dogs and slowly acclimatizing him to being around other animals. Over time, Rufus becomes more confident and sociable, and he finally comes out of his shell.

The second dog featured in the episode is Buddy - a 5-year-old Golden Retriever who has a bad habit of jumping up on people during visits. Buddy's owners are concerned that his behavior is rude and want Cesar's help to break him of this habit.

Cesar begins by teaching Buddy's owners how to establish themselves as the pack leader and effectively communicate with Buddy. He then demonstrates how to correct Buddy's jumping behavior by teaching him how to sit and stay. Cesar works on this with Buddy's owners regularly, and over time, Buddy slowly starts to learn how to control himself around visitors.

Throughout the episode, Cesar also emphasizes the importance of exercise, discipline, and affection in keeping dogs balanced and happy. He works closely with the owners to ensure that they understand how to provide their dogs with a structured and loving environment that will allow them to thrive.

In the end, Cesar's work with Rufus and Buddy results in two happy and well-behaved dogs. Rufus becomes a social butterfly and Buddy is able to control his impulses and become a more polite companion. The episode serves as a reminder that with proper training, patience, and love, even the most challenging dogs can overcome their issues and become loving and obedient companions.
