Ryu and Ken arrive in Hong Kong and immediately notice the bustling street fights that are taking place. They soon befriend a young pickpocket named Fei Long who takes them to a local restaurant to eat. While there, they are interrupted by a group of thugs demanding protection money from the owner. Ryu and Ken intervene and a fight breaks out. The fight quickly draws a crowd and they become instant celebrities among the street fighting community.
The following day, Ryu and Ken are approached by a man named E. Honda, a famous sumo wrestler who invites them to watch a street fight later that night. They agree and are taken to an underground fight club where they witness the brutal power of Balrog, a merciless fighter who shows no mercy to his opponents. After winning his match, he takes on Ryu and Ken, defeating them both easily.
Determined to get revenge, Ryu and Ken begin to train with E. Honda in the art of sumo wrestling. However, they soon realize that their normal training methods are not working against Balrog's unorthodox fighting style. They seek out a martial arts master named Gen who teaches them the importance of adapting their fighting style and to learn to think on their feet.
As they continue their training, Ryu begins to remember his past and the mysterious fighter who defeated him years ago. Ken helps Ryu come to terms with his inner demons and together they grow stronger and more focused.
The night of the rematch with Balrog arrives and Ryu and Ken use all their new skills to defeat him. After the fight, they are approached by a man named Vega who invites them to join his organization, Shadowlaw. They decline and vow to continue fighting for justice on their own terms.
In the end, Ryu and Ken leave Hong Kong with a newfound respect for the martial arts and the importance of always being willing to adapt their fighting style. Their journey is far from over as they continue their search for the ultimate fighter and the answer to Ryu's past.
