It's summer break for the students of Tokiwadai Middle School, and everyone is looking forward to some fun in the sun, including Mikoto Misaka and her friends. However, while enjoying their time off, they soon discover that a wave of thefts has been occurring in the nearby shopping district.
With her interest piqued, Mikoto decides to investigate. She is soon joined by Tsuzuri Tessou, a fellow student from Tokiwadai who possesses the ability to control electricity. Together, they begin to unravel the mystery of the thefts.
As they dig deeper, they discover that the culprit is using a device that can manipulate electromagnetic waves, allowing them to steal anything from a distance. They also find out that the device is being sold on the black market and decide to go undercover to acquire it themselves.
After successfully obtaining the device, they bring it to Judgment, the school's security force, to analyze it. They discover that the device was created by a student at another school, who had previously been involved in the development of a dangerous experiment.
Mikoto and Tsuzuri decide to confront the student but are met with resistance from her followers, who are willing to do whatever it takes to protect her. A fierce battle ensues, with Mikoto and Tsuzuri using their electrical powers to fend off their attackers.
In the end, they are able to convince the student to turn herself over to authorities and put an end to her dangerous experiments. With the case solved and the city safe once again, Mikoto and her friends can finally enjoy the rest of their summer vacation.
