A high-level hack job has been instigated upon the Ministry of Health, Labour, and Welfare (MHLW). Breaching a huge array of defenses, the hacker needed less than two hours to break in and find what they were looking for. Luckily, their tracks were not concealed. The electronic trail leads to a Vocational Aid Centre within a mountainous region. However, the MHLW has not filed a police report on the matter. Section 9 Chief Aramaki sends Togusa on an undercover mission to gather info on the centre.
