Psycho-Pass is an innovative science fiction anime which takes a look at crime and those who fight it in the future. In the time period in which Psycho-Pass takes place, every citizen has been fitted with a special device that measures personality, mental state and the likeliness that a person might commit a crime in the future. This device is called the psycho-pass. The psycho-passes are monitored by a system called the Sybil System. If the Sybil System believes that a person will commit a crime, a special group of police officers, known as Enforcers, are dispatched to capture the person. Potential criminals can be put into a rehabilitation program. However, if they are deemed unsuitable for rehabilitation, some potential criminals may be given the option to work for the Enforcers, tracking down other potential criminals.

Shinya Kogami is one of the top Enforcers. With his team, called Unit One, he works tirelessly to track down and capture those people who are likely to commit crimes. Shinya has a secret, however. During one case that went terribly wrong, Shinya's own likeliness of committing a crime rose drastically. He was considered by many to be a threat. However, because his skills were so great, Shinya was not captured or rehabilitated. Instead, he was allowed to stay on as a member of Unit One, as long as he promised to continue working as an Enforcer. His freedom is limited and he is constantly watched, just in case his crime mentality becomes too much for him to handle.

Every day, Shinya and his team go on exciting and often dangerous missions to capture potential criminals. As the team comes to know each other better, it quickly becomes apparent that there is more to each person than meets the eye. In the future, not everything is black and white, and it soon becomes clear that the psycho-pass can't always accurately predict what will happen.

  • Unit One has begun to grasp the truth behind the incidents following each other like a line of falling dominoes and team up with the SAD to continue their investigation. Arata guards the governor, who is at risk of being targeted again, while Kei organizes a sting using Kisaragi as bait. When he arrives at the appointed meeting place, however, he finds Shizuka Homura waiting for him.

As the investigation progresses, Unit One uncovers Karina Komiya's greatest secret. Guessing that Karina will be the next to be attacked, they rush to her gubernatorial debate at the Giga Arena.

Discovering that Hyper Transport Co. accountant Asahi Rick Fellows is missing, Arata performs a Mental Trace to track him, but finds only his waterlogged corpse. Arata and Kei suspect the crash was staged, and pursue the mastermind who tried to silence Rick.
