Shurei is a young woman living in the kingdom of Saiunkoku. However, the emperor's younger brother, Seien, has recently emerged as a powerful figure, vying for control and seeking to gain the support of the people.

In this episode, Shurei has been tasked with organizing a festival celebrating the annual arrival of the cherry blossoms. Now that they have been reunited, Shurei is torn between her loyalty to the emperor and her feelings for Seien. As they talk, Shurei discovers that Seien has a deep-seated desire for revenge against those who wronged him in the past.

As the festival draws near, tensions in Saiunkoku are high. The council of officials is worried about Seien's growing influence, and they are trying to find ways to undercut him and regain control. Shurei finds herself caught in the middle of a power struggle, as she tries to balance her duties as a civil servant with her loyalty to the people she cares about.
