A man who is fighting to free Kashmir from Indian rule formulates a plan to conduct a terrorist bombing in India. He builds a bomb in a suitcase, but on his way to the target, the suitcase gets stolen by a bumbling thief and conman. Police arrest the conman and discover he has a bomb, while the original bomber cooks up an elaborate plan to get his suitcase bomb back and complete his mission.
