The noise associated with New York City is too much for one man to handle. It drives him crazy. Soon, he takes matters into his own hands to stop the excess noise that he doesn't think the city needs, such as car alarms. He is arrested for some of the crimes that he commits, and his wife leaves him, but he soon finds love in another who feels the same way he does about the sounds of the city.
